Department of Homeless Services must provide notice at least 45 days before a public hearing on constructing a new homeless shelter to community boards, city council members, state assembly members, state senators, federal House members, and borough presidents, including shelter address, operator, expected census, and capacity.

Community boards may request a public hearing within 15 days of receiving notice, to be held within 15 days in the affected community, and the department must consider comments and modify proposals based on reasonable concerns raised.

Department must provide notice to police precincts at least 45 days before opening any new shelter and establish a community advisory board within 20 days of opening, composed of community members and designees of local elected officials and community boards.

Department must issue quarterly reports on private hotel use for homeless shelter to community boards, city council members, state legislators, federal representatives, and borough presidents, and must inspect and certify hotels to ensure safety and no outstanding violations before placing homeless individuals.

Department must provide at least one week advance notice before utilizing additional hotel units or placing homeless individuals in hotels, except during inclement weather emergencies when notification can occur within 48 hours of placement.
