Modifies parole release criteria to require inmates to have an "acceptable residence" as part of their release plan in addition to community resources, employment, education, and support services.

Defines acceptable residence as a permanent residence, explicitly excluding temporary shelters, homeless shelters, motels/hotels, and trailers.

Requires that any acceptable residence must allow the inmate to comply with all state and local laws and regulations regarding placement of registered sex offenders.

Updates gender-neutral language throughout the parole release decision statute by replacing "he" with "he or she" and "his" with "his or her."

Takes effect immediately upon enactment.
