Amends Family Court Act Section 1027(d) to allow courts to direct child protective agencies to provide or arrange services and assistance to respondent parents when children are returned to them pending final disposition or termination of proceedings.

Adds new Section 1028(g) giving courts authority to monitor respondent parents' compliance with court-directed services and assistance during the pendency of child protective proceedings.

Expands placement options to allow temporary placement of children with relatives or suitable persons, in addition to release to non-respondent parents or legal custodians.

Applies to cases where the court determines a child should be returned to a respondent parent or person legally responsible pending final order of disposition or termination, whichever occurs first.

Takes effect immediately upon enactment.
