Prohibits the use of restraints on children under age 21 in family court, including handcuffs, chains, shackles, irons, and straitjackets.

Permits handcuffs or footcuffs (not joined together) only when the court determines on the record that such restraint is the least restrictive alternative necessary.

Allows restraints only to prevent physical injury to the child or others, physically disruptive courtroom behavior with a recent history of substantial risk, or flight from the courtroom with evidence of prior absconding.

Requires the child be given an opportunity to be heard before the court makes a determination on use of restraints.

Takes effect immediately upon enactment.
