Amends New York Elder Law by adding Section 203-a requiring the office to develop and distribute model community programs to local area agencies on aging and community-based organizations upon request

Establishes a model telephone reassurance program with daily calls to participating seniors at agreed times, secondary contact procedures, coordination with local law enforcement, and advance home access consent

Includes provisions to reduce unnecessary law enforcement responses through increased coordination between seniors and program operators

Establishes a model visiting program providing regular in-person companionship visits for seniors lacking family and friend networks, including volunteer recruitment, screening systems, and periodic monitoring procedures

Takes effect immediately upon enactment
