Adds subdivision 2-f to agriculture and markets law directing the department to aid in transferring viable agricultural land from existing owners to new owners and operators, especially beginning farmers.

Expands the advisory council on agriculture's mandate to advise state agencies on tax, financial assistance, and other policies addressing the needs of beginning farmers and farm ownership transfer issues.

Requires the commissioner to report biennially to the governor and legislature on efforts to enhance access to viable agricultural land for new and beginning farmers.

Directs the department of agriculture and markets to collect and compile information about public and private land available for purchase or lease for farming and make it available on its website with contact information for relevant entities.

Authorizes the commissioner of general services to consult with the department of agriculture and markets to identify state-owned land viable for farming and make that information available for public dissemination.
