Establishes a home delivered meal assistance program requiring services be provided to eligible individuals currently on waiting lists due to inadequate funding.

Eligibility requires applicants to be age 60 or older, incapacitated due to accident/illness/frailty, lacking family/friend/neighbor support, and unable to safely prepare meals.

Allows spouses of eligible persons to receive services regardless of age if determined to be in the homebound elderly person's best interest.

Requires area agencies to assess all applicants, document follow-up and reassessment, and use standardized assessment procedures consistent with office guidelines.

Mandates designated agencies report to the director of the office for the aging regarding waiting lists, local funding contributions, and state funding expenditure timing.
