Establishes a senior dental services grant program administered by the director of the office for the aging, subject to appropriations availability.

Eligible participants include unmarried elderly residents (age 65+) with annual income ≤$20,000 and married elderly residents with combined spousal income ≤$26,000, with no existing dental insurance.

Director shall select up to six grant recipients through a request for proposal process, prioritizing accredited educational programs and existing dental clinics serving low-income elderly with consideration for geographic distribution.

Grants shall fund direct dental care provision including services, equipment purchases, and travel expenses, with eligibility re-determined every 24-month coverage period.

Director must submit annual reports to the governor and legislature detailing financial operations, program effectiveness, grant recipient profiles, and recommendations for continuation or expansion.
