Establishes a new committee on safety within the Metropolitan Transportation Authority to be chaired by the authority chairman alongside existing committees on operations and finance.

Requires the safety committee to convene at least once annually and mandates that all committee chairpersons report on initiatives, concerns, improvements, or failures involving safety of customers, employees, and the public in relation to authority facilities and services.

Makes the safety committee chair a required member of the capital program oversight committee, increasing that committee's minimum membership from three to four members.

Applies to both the current version of Public Authorities Law section 1263 and a sunset version, ensuring the safety committee requirement remains in effect when the current provisions expire under chapter 549 of the 1994 laws.

Takes effect immediately upon passage.
