Requires the chair of the Empire State Development Corporation to deliver a comprehensive report to legislative leaders and relevant committees within 45 days of the act's effective date.

Report must cover large capital projects in New York City financed or supported by public funds, organized into three categories: West Side redevelopment projects (including Javits Center, Moynihan Station, Hudson Yards), Lower Manhattan redevelopment projects (World Trade Center area), and other citywide projects (Atlantic Yards, Willetts Point, Sunnyside Yards).

Report must detail planning, financing, permitting, contracting, construction status and prospects for each project, including organizational, legal, financial, economic and construction impacts.

Report must analyze potential financing including governmental incentives, subsidies, and revenues; compare expected benefits with anticipated costs; and address impacts on the Metropolitan Transportation Authority capital needs.

Authorizes and directs relevant government agencies and officials, including the Port Authority, Lower Manhattan Development Corporation, MTA, and city government, to consult with and assist the corporation chair in report preparation.
