• Requires appointment of at least two members representing transit dependent and para-transit dependent communities to the Niagara Frontier, Rochester-Genesee, Capital District, and Central New York regional transportation authorities.

• Establishes that transit advocacy organization representatives shall submit lists of at least four names for governor consideration, with appointees serving five-year terms and replacement within six months if vacancies occur.
