Amends Executive Law Section 94(b) to require meetings and proceedings of the Joint Commission on Public Ethics to be open to the public pursuant to Article Seven of the Public Officers Law.

Allows commissioners to participate in meetings and proceedings, including voting, from locations not open to the general public, provided at least one location complies with Article Seven of the Public Officers Law.

Specifies that remote or off-site participation by commissioners counts toward quorum requirements.

Requires the commission to maintain a record of the final vote of each member in every proceeding in which the member votes.

Takes effect immediately upon enactment.
