Amends Mental Hygiene Law Section 33.13(c)(5) to allow the State Commission of Correction's medical review board to access clinical records without requiring patient or client consent.

Removes the requirement that the medical review board obtain consent from patients or clients when requesting information, provided the board needs such information to exercise its statutory functions, powers, and duties.

Maintains confidentiality protections by requiring the Commission of Correction to keep confidential information confidential and to apply any legal limitations on record release to the medical review board.

Takes effect immediately upon enactment.
