Authorizes the director of the Office for the Aging to develop participant cost sharing protocols for all office programs funded by state and/or federal appropriations, subject to federal law restrictions.

Requires cost share payments received by program administrators and contractors to supplement rather than replace state and federal funding.

Directs that cost share revenues be used by the designated agency to expand services under such programs.

Prohibits cost share payments from being applied toward any required federal matching funds.

Exempts individuals with incomes at or below 250 percent of the federal poverty line from participant cost sharing requirements.
