Adds subdivision four of section 260.32 of the penal law to the list of offenses requiring sex offender registration in New York.

Changes the definition of registrable offenses in other jurisdictions from "a felony" to "an offense" to include misdemeanors requiring sex offender registration.

Adds offenses under the Uniform Code of Military Justice (10 U.S.C. 816) as registrable offenses when a court-martial orders registration as a sex offender.

Establishes an effective date of the ninetieth day after enactment, with application to offenses committed on or after that date and offenders establishing New York residency on or after that date.
