Authorizes hazard vehicles designed for towing or pushing disabled vehicles to display one or more blue lights or combination blue and amber lights for rear projection only.

Blue lights on towing/pushing hazard vehicles may only be displayed when the vehicle is engaged in a hazardous operation and simultaneously displaying required amber lights.

Hazard vehicles must display amber lights to use blue lights; blue lights cannot be used without the amber light requirement being met.

Grants the commissioner authority to promulgate rules and regulations relating to the use, placement, power and display of blue lights on police vehicles, fire vehicles, and hazard vehicles designed for towing or pushing disabled vehicles.

Amends driver due care requirements to recognize blue or combination blue and amber lights displayed by towing/pushing hazard vehicles, requiring drivers to move from adjacent lanes when such vehicles are stopped on highway shoulders.
