Mandates the committee to create standard medical expense deduction worksheets, develop public awareness campaigns about available services, and make recommendations for simplified certification procedures across programs.

Requires the committee to submit annual reports to the governor and legislative leaders by September 1st beginning in 2018, detailing activities, legislative recommendations, enrollment increases in needs-based programs, and a proposed agenda for the following fiscal year.
