Amends Public Officers Law Section 3 to exempt sanitation department members in cities with populations of one million or more from residency requirements after two or more years of service, instead of the standard five years.

Allows sanitation workers with two or more years of service in cities with populations over one million to reside in counties contiguous to the municipality or within fifteen miles of it, rather than requiring residency within the municipality itself.

Modifies Public Officers Law Section 30 to include the same two-year service exemption for sanitation department members in large cities, aligning residency flexibility with other municipal departments.

Maintains the five-year service residency exemption for sanitation workers in municipalities with populations under one million.
