Female dogs cannot be bred unless they are at least 18 months old and must not be bred after age 6 years old.

Female dogs cannot be bred more than once per year and cannot be bred more than 4 times total; after 4 litters, the dog must be retired from breeding regardless of age.

Retired breeding dogs cannot be sold, released, or transferred to another pet dealer for further breeding, and all veterinary and transfer documentation must reflect the dog's retired status.

Pet dealers must provide a whelping or nesting box for pregnant or nursing dogs and must separate pregnant dogs from other animals at least 3 days before estimated whelping date.

Puppies cannot be separated from their mother and littermates until at least 8 weeks old, and both puppies and mother must remain on the pet dealer's premises until that age, except for temporary veterinary care.
