Redefines "pet dealer" to exclude breeders selling fewer than 25 animals per year directly to consumers from their residential premises.

Exempts municipal pounds and shelters, and tax-exempt animal rescue organizations (SPCAs, humane societies, animal protective associations) from pet dealer licensing requirements, provided they register annually with the Department of Agriculture and Markets.

Requires exempt organizations to pay a $100 annual registration fee and submit detailed applications including proof of tax-exempt status, incorporation documents, facilities information, and animal statistics.

Grants the Commissioner authority to deny or revoke registration for false statements, animal cruelty convictions, violations of dog and cat importation regulations, or other specified violations, with civil penalties of $100 to $1,000.

Takes effect 90 days after becoming law.
