Establishes a new "Class B cabaret" license category for establishments not licensed to sell alcoholic beverages that feature entertainment involving lewd or indecent conduct or performers appearing unclothed or exposing pubic hair, anus, vulva, genitals, or areola.

Requires the Department of Consumer Affairs to create a specific licensing process for Class B cabarets subject to all cabaret regulations and department rules under subchapter T of chapter two of title six of the City of New York Rules.

Makes all applications for Class B cabaret license issuance or renewal subject to the provisions of section 2-204 of subchapter T.

Takes effect 90 days after becoming law, with authority for the department to adopt necessary rules and regulations immediately upon enactment.
