Public employers must begin deducting membership dues from employee salaries within 30 days of receiving signed authorization and must transmit deducted dues to the employee organization within 30 days of paying the employee.

Public employers must notify employee organizations within 30 days of hiring, reemploying, promoting, or transferring an employee to a new bargaining unit, providing the employee's name, job title, work location, telephone number, and hours of work.

Employee organizations must be permitted to meet with newly assigned employees during work time unless a collective bargaining agreement specifies otherwise.

Authorization periods for dues deductions shall be limited to the shorter of either the period stated in the signed authorization or any shorter period constitutionally or legally required, while withdrawal periods shall be the longer of either the period in the authorization or any longer period required by law or court order.

Public employers may accept signed authorizations in any format permitted under New York's state technology law, and employees may withdraw authorizations only according to the terms specified in the signed authorization.
