Allows dependents of armed forces and state militia members with developmental disabilities to retain eligibility for Medicaid home and community-based services even if they leave New York due to the service member's military assignment outside the state, provided they remain legal residents.

Requires the Office for People with Developmental Disabilities (OPWDD) to determine eligibility, provide notification of eligibility decisions, offer an appeals process, and resume services for returning dependents who remain eligible.

Dependents must inform OPWDD of their current address and provide updates as requested to maintain continued eligibility under this section.

Prohibits payment for home and community-based services provided outside New York State.

Defines "dependent" consistent with federal tax code and takes effect April 1 of the year following enactment.
