Authorizes New York City officials to approve rewards for information leading to detection of cigarette tax underpayments, penalty assessments, criminal convictions, seizures/forfeitures, or license suspensions/revocations.

Establishes rewards will be paid from collected proceeds (excluding interest) resulting from the provided information, including amounts collected prior to receiving information that prevent refund claims.

Limits suitable reward amounts to generally not exceed 15 percent of the amount (other than interest) collected by reason of the information provided, with discretion based on facts and circumstances.

Applies the same reward authorization to state-level cigarette tax enforcement under New York Tax Law section 479-a.

Takes effect immediately upon enactment.
