Increases required surety bond for towing license applicants from $5,000 to $25,000, with maximum bond amount increasing from $25,000 to $250,000.

Requires license suspension or revocation for tow operators receiving 5+ complaints within one year for violations, or for committing 2+ violations of towing regulations within a one-year period.

Prohibits tow truck operators from using spotters or targeting techniques at parking lots and requires written consent from property owners before conducting towing operations.
