Defines electric assisted bicycles as bicycles with fully operable pedals and an electric motor outputting less than 750 watts that only engages when pedaling and disengages when brakes are applied, pedaling stops, or speed reaches 20 mph or more.

Exempts electric assisted bicycles from motor vehicle regulations and requirements under Vehicle and Traffic Law, treating them similarly to traditional bicycles.

Requires permanent labels affixed to electric assisted bicycles displaying maximum speed and motor wattage in Arial font at least nine-point type, with manufacturers required to comply starting January 1, 2019.

Mandates electric assisted bicycles meet U.S. Consumer Product Safety Commission equipment and manufacturing requirements (16 C.F.R. 1512.1, et seq.) and requires brakes to disengage the motor when applied.

Establishes penalties including fines up to $150 and up to 15 days imprisonment for tampering with or modifying electric assisted bicycles to exceed power limits, engage motors improperly, or accelerate by non-pedaling means.
