Prohibits city agencies and departments from imposing surcharges on cardholders who elect to use credit or debit cards instead of cash, check, or similar payment methods for fines, civil penalties, or fees.

Modifies existing law to allow agencies to charge reasonable fees that do not exceed the actual cost incurred for credit card transactions, including fees paid to the financing agency.

Defines key terms including "holder" (person to whom card is issued or authorized user), "credit card," "debit card," "issuer," and "person" for purposes of the prohibition.

Takes effect ninety days after becoming law.
