Amends section 353-a of the agriculture and markets law to expand the definition of aggravated cruelty to animals to include reckless conduct that creates a grave risk of serious physical injury or death to an animal.

Establishes two categories of aggravated cruelty: (a) intentionally killing or causing serious physical injury to a companion animal with aggravated cruelty with no justifiable purpose, and (b) recklessly engaging in conduct evincing depraved indifference that creates a grave risk of serious physical injury or death to an animal.

Defines "aggravated cruelty" as conduct intended to cause extreme physical pain or conduct carried out in an especially depraved or sadistic manner.

Takes effect immediately upon enactment.
