Amends the definition of unlawfully fleeing to apply to enforcement officers of the taxi and limousine commission or police officers, removing the restriction that previously applied only to HAIL-licensed vehicles in prohibited pick-up zones.

Expands the offense to include fleeing on foot or by vehicle, and clarifies that the fleeing constitutes a violation if the driver travels over 300 feet without stopping or engages in reckless driving.

Maintains the penalty as a misdemeanor punishable by a fine of $750 to $1,000, imprisonment of up to 90 days, or both.

Specifies that charges alleging violation of this offense shall be returnable before a court with jurisdiction over misdemeanors.

Takes effect immediately upon enactment.
