Adds a new subdivision 12 to penal law section 165.15 to define theft of services from barbershops, salons, or beauty shops as avoiding or attempting to avoid payment through unjustifiable failure to pay, stealth, or misrepresentation of fact.

Classifies theft of services under this new subdivision as a class A misdemeanor, except for first-time offenders who are charged with a violation instead.

Applies the same sentencing framework as existing theft of services provisions, with first-time offenders treated more leniently than repeat offenders.

Takes effect on the ninetieth day after becoming law.
