Requires the Department to notify community boards and borough presidents of approved building plans and allow boards to request up to 30 plan audits per year, with preliminary reports due within 30 days and final reports within 60 days.

Mandates publication of building permits on the Department's website by community board and requires the Department to provide permit documents and docket materials within five business days of request.
