Authorizes New York City's Department of Design and Construction, Department of Transportation, and Health and Hospitals Corporation to use design-build contracts for public works projects with estimated costs of at least $10 million undertaken under project labor agreements.

Requires a two-step selection process: Step One generates a qualified contractor list through a request for qualifications, and Step Two selects the contractor offering the best value through a request for proposals based on cost, quality, qualifications, and other criteria.

Mandates all design-build contracts comply with prevailing wage requirements, project labor agreements, minority and women-owned business enterprise goals, and professional licensing standards for regulated services.

Specifies seven public works projects eligible for design-build contracts, including the Brooklyn Queens Expressway, Staten Island ferry terminal, Pelham Parkway bridge, and Elmhurst Hospital emergency room renovation.

Expires 4 years after enactment, though projects with requests for qualifications issued before expiration may continue under the act's provisions.
