Requires social services officials to conduct annual (rather than biennial) certifications that adoptive parents are fulfilling obligations under adoption subsidy agreements, including providing support for the child.

Establishes procedures for verifying parental support, including requiring adoptive parents to produce evidence of support and allowing home visits if parents fail to respond to certification notices within 30 days.

Mandates review and potential termination of adoption subsidies if reasonable cause exists to suspect adoptive parents are no longer providing support, including circumstances where the child is placed in foster care or another person has been granted custody or guardianship.

Redirects adoption assistance payments to custodians or guardians who assume care of the child when subsidies to original adoptive parents are terminated, with payments retroactive to the termination date and continuing until the child's twenty-first birthday.

Allows direct payments to the adopted child between ages 18 and 21 if adoption assistance is terminated after the eighteenth birthday and no other legal custodian exists, either through direct payment or to a certified representative payee.
