Requires all bicycle operators on public highways, private roads open to public traffic, and parks in New York City to wear a helmet meeting standards set by ANSI, Snell Memorial Foundation, ASTM, Safety Equipment Institute, or U.S. Consumer Product Safety Commission.

Establishes violation as a traffic infraction punishable by civil penalty of up to $50, to be heard under Vehicle and Traffic Law Article 2-A.

Waives civil penalties for minors under 16 if parent or guardian purchases or rents a helmet between violation date and appearance, or demonstrates economic hardship; waiver does not apply to second or subsequent violations.

Makes parents or guardians of minors under 16 liable for violations, with summons issued only if violation occurs in their presence and they are at least 18 years old.

Prohibits helmet non-compliance from constituting contributory negligence or reducing damages in personal injury or wrongful death claims; requires Department of Health and Mental Hygiene to distribute multilingual educational materials on helmet safety.
