Authorizes the towns of Webb (Herkimer County) and Inlet (Hamilton County) to establish a joint police district by majority vote of each town board, with a required public hearing before adoption.

Establishes a board of police commissioners with at least three members: at least one appointed by Webb's town board, at least one by Inlet's town board, and at least one appointed by the other commissioners, each serving four-year terms.

Provides for an ad valorem real property tax on all real property within the district to fund police operations; state property within the Adirondack Park located in the district shall be assessed and pay its proportional share.

Requires the board of police commissioners to submit an annual budget to both town boards for approval by majority vote of each; if rejected, the budget is returned for amendment or the last approved budget remains in effect.

Allows either town to discontinue participation by four-fifths vote of its town board, which dissolves the district and divides assets based on the percentage of property tax paid by each town; the joint police district commences operation on January 1 following local law enactment.
