Authorizes the adjutant general to present the "New York State Silver Rose Veterans Service Certificate" to veterans who served in the U.S. Armed Forces or organized militia and were exposed to dioxin or phenoxy herbicides, as evidenced by a medical diagnosis of associated disease.

Eligibility requires the recipient to be a current or former New York State citizen, have been honorably discharged or released under honorable circumstances, and maintain an honorable service record after receiving the certificate.

If the recipient dies before or after receiving the certificate, it shall be presented to their designated representative.

The adjutant general, in consultation with the director of the division of veterans' affairs, shall establish rules and regulations for the presentation and distribution of certificates.

The act takes effect 180 days after becoming law, with the adjutant general authorized to promulgate rules and regulations immediately upon enactment.
