Removes the prohibition against commuter vans accepting hails from prospective passengers in the street by amending the definition of "commuter van" in Administrative Code Section 19-502.

Permits licensed commuter vans to accept street hails on the same basis as taxicabs, modifying Section 19-504 to specify that only taxicabs and commuter vans may accept hails from passengers in the street.

Removes commuter vans from Section 19-516 provisions restricting acceptance of passengers, limiting those restrictions to for-hire vehicles only.

Repeals subdivision b of Section 19-516, which contained additional restrictions on commuter van passenger acceptance.

Takes effect immediately upon enactment.
