Amends the insurance law to require group and school blanket policies providing hospital or physician coverage to include broad-based coverage for substance use disorders alongside mental, nervous, and emotional disorders.

Applies the same coverage requirements to hospital service corporations and health service corporations offering group, group remittance, or school blanket coverage.

Mandates that substance use disorder coverage be at least equal to coverage provided for other health conditions, subject to the same deductibles, co-pays, and coinsurance terms.

Takes effect on January 1st following enactment and applies to all policies and contracts issued, renewed, modified, altered, or amended on or after that date.
