Requires supportive housing facilities in cities with populations of one million or more to be distributed across boroughs proportional to each borough's population to the city's total population.

Allows community boards or neighborhood boards to grant exemptions from the proportional distribution requirement.

Directs new supportive housing facilities established after the act's effective date to be located in boroughs with the lowest concentration of such facilities relative to population.

Requires approval from the appropriate community board or neighborhood board before any supportive housing facility can be sited, constructed, or established.

Defines "supportive housing facility" as not-for-profit operated residences funded by federal, state, and municipal governments serving individuals with mental illness, trauma, chemical dependency, chronic illness, or homelessness, plus shelters for abused women and children and veterans.
