Changes "local governing body" to "local government" throughout the General Business Law to clarify that counties, towns, cities, and villages are included in the one-call notification system.

Requires local governments and operators that contract for underground facility excavation to ensure excavators complete a training and education program provided by the one-call notification system or an alternative provider authorized by the Public Service Commission, at a cost not to exceed $25 per person and not more than once per five-year period.

Mandates that training and education programs be made available both in-person and online.

Requires excavators to immediately notify the fire department in addition to the facility operator when contact with electrical, gas, or hazardous liquid underground facilities occurs.

Requires annual reporting to the Governor and legislative leaders on training certifications issued, incident statistics, program delivery methods, and related expenses; expires October 1, 2021.
