Amends Criminal Procedure Law Section 390.20 to remove the restriction that pre-sentence investigation waivers only apply in cities with a population of one million or more.

Allows pre-sentence investigation and written reports to be waived when a negotiated sentence of imprisonment for 365 days or less is mutually agreed upon by the parties with judicial consent, following a conviction or revocation of probation.

Extends the waiver provision statewide rather than limiting it to New York City and other large cities.

Takes effect on the ninetieth day after becoming law.
