Requires all automated teller machine (ATM) operators and banking institutions to post a notice on each ATM regarding skimming, with language promulgated by the attorney general.

The notice must include steps customers can take to protect themselves from skimming and a phone number to report suspected skimming to the attorney general's consumer help line.

Defines "skimming" as obtaining a consumer's personal identifying information through use of a skimmer device, as specified in penal law sections 190.77 and 190.85.

Imposes a civil penalty not to exceed $250 per ATM for operators or institutions that fail to post the required notice.

Exempts operators and institutions from liability if a notice is removed, damaged, or altered by a third party, provided the notice is replaced within ten business days of discovery.
