Requires the Long Island Power Authority to provide public notice before constructing utility transmission facilities, and before determining environmental significance under environmental conservation law.

Excludes in-kind replacement transmission lines and wholly underground lines from notice requirements, as well as major utility transmission facilities subject to article seven of the public service law.

Notice must include the facility location, description, environmental assessment or impact statement, studies summary, need justification, alternate locations, comparative merits and detriments, and reasons for the proposed location.

Notice must be sent by first class mail to affected municipalities (addressed to chief executives), affected legislature members, and utility customers within 500 feet of the proposed facility.

Takes effect immediately upon enactment.
