Establishes an office of the state medical indemnity fund ombudsman appointed by the Health Commissioner in consultation with the Superintendent of Financial Services, requiring expertise in neurological injuries and advocacy.

Authorizes the ombudsman to investigate and resolve complaints from qualified plaintiffs, provide navigation assistance regarding fund regulations and procedures, and monitor implementation of fund-related laws and regulations.

Requires the ombudsman to submit annual reports to the Commissioner, Superintendent of Financial Services, Assembly Speaker, and Senate President detailing office activities, complaint data, and recommendations for legislative or regulatory improvements.

Establishes a medical indemnity fund advisory panel co-chaired by the Health Commissioner and Superintendent of Financial Services, comprising at least nine additional members including qualified plaintiffs, physicians, medical suppliers, and advocates, meeting biannually.

Takes effect ninety days after enactment, with authority to immediately adopt necessary rules and regulations for implementation.
