Prohibits the non-therapeutic use of antimicrobial agents in cattle, poultry, sheep, swine, and other animals raised for food production, including those producing eggs and milk.

Defines non-therapeutic use as administration of antimicrobial agents as feed or water additives for growth promotion, feed efficiency, weight gain, routine disease prevention, or similar purposes without clinical signs of disease.

Bans the sale, exposure for sale, or transportation for sale of food products derived from animals treated with non-therapeutic antimicrobial agents within New York State, regardless of the product's origin.

Establishes violations of the prohibition as a class A misdemeanor offense.

Takes effect 180 days after becoming law, with the Commissioner of Agriculture authorized to promulgate implementing rules and regulations immediately.
