Amends Education Law Section 809 to allow students pursuing accelerated science coursework to take international baccalaureate examinations in addition to state and national advanced placement examinations when granted a waiver by the commissioner.

Modifies Education Law Section 669-g to recognize international baccalaureate examination scores as qualifying achievement for "with honors" distinction on a New York State Regents diploma: a score of 3 or higher on higher level examinations or a score of 4 or higher on standard level examinations.

Takes effect on January 1 following enactment, with authorization for the commissioner to adopt necessary rules and regulations immediately upon passage.
