Prohibits the transport, sale, or offering for sale of eggs for human consumption in New York unless the eggs originate from poultry vaccinated against salmonella enteritidis

Allows unvaccinated eggs to be transported to egg-breaking plants for pasteurization with written permission from the Commissioner of Agriculture

Allows unvaccinated eggs to be transported and possessed for research or experimentation purposes with written Commissioner permission

Establishes violation of the vaccination requirement as a Class A misdemeanor

Takes effect 180 days after the bill becomes law, with the Commissioner authorized to immediately promulgate necessary rules and regulations for implementation
