Permits owners of domestic companion animals to board public transportation (rail, motorbus, paratransit, charter service, and ferry) during a declared state of emergency and regional evacuation if the animal is leashed, tethered, confined in a container, or otherwise controlled.

Defines "domestic companion animal" as any companion animal or pet as defined in Agriculture and Markets Law section 350, including other domesticated animals normally maintained in or near a household, but excludes farm animals.

Allows transportation providers to refuse boarding to any domestic companion animal if reasonable cause exists to believe the animal poses a health or safety hazard due to attendant circumstances.

Requires service animals to receive priority seating in accordance with the federal Americans with Disabilities Act of 1990, and mandates all human passengers receive seating before any domestic companion animal is placed in a seat.

Takes effect upon enactment of identical legislation by New Jersey, or immediately if New Jersey has already enacted such legislation.
