Authorizes the Town of Yorktown in Westchester County to discontinue and sell parklands described in the act that are unusable for public recreational purposes.

Requires the Town of Yorktown to dedicate an amount equal to or greater than the fair market value of the alienated parklands towards acquisition of new parklands or capital improvements to existing recreational facilities.

Identifies the parkland to be alienated as a 5.73-acre parcel bounded by Illington Road, Old Croton Dam Road, and land of the Westchester County Park Commission.

Requires compliance with all federal requirements and Secretary of the Interior approval if the parkland received any federal funding for purchase, maintenance, or improvement, ensuring replacement lands are equivalent in fair market value and usefulness.

Takes effect immediately upon enactment.
