Requires the webpage for electronic reports to accept digital images and electronic documents in common file formats and maintain a review page for reporters to verify information before submission

Mandates the Office of Children and Family Services develop a web intake incident form that includes information for mandated reporters, incident details, victim and perpetrator information, reporter contact information, and capability to attach digital images and documents

Clarifies that electronic reports must be immediately transmitted orally or electronically to appropriate local child protective services for investigation, following the same procedures as telephone reports

Takes effect one year after enactment, but authorizes the Commissioner of the Office of Children and Family Services to immediately begin promulgating rules and regulations necessary for implementation
